We have an Excel document we created by d/l all of the Jira attributes for our stories and then looking for things like average story points per a period of time or per person, etc. Among other variables.
Is there a way IN Jira to do this instead? For example, can you do the same thing with JQueries and create a report or dashboard in Jira that would let you take existing data but manipulate it to get things like average pts for a period of time or per person and other pieces of info?
If it can be done in Jira, where could I find some examples of this? I did a few Google searches but maybe wasn't using the right search terms to pull up what I was looking for.

Jira does not have a generic report building utility natively.
There are some pre-fabricated reporting options available as Gadgets natively within a Jira Dashboard, but not one specifically for getting an average for story points.
You would need to look at third party apps for additional reporting capabilities. Some might add gadgets that can be used in the Jira Dashboards. Others might require you to use a separate UI to construct/display the reports. Here's a search from the Atlassian Marketplace for reporting apps:

I have not had a need to have a generic reporting tool, so I don't have a recommendation about a specific app that would suit your needs.

If you really want this on a dashboard, then a third party app could be the solution.
There is another option though. Because you have already built it in Excel, you may want to keep your investments.
For that, you can turn your report into an Excel template and periodically re-generate that with the Better Excel Automation app. You can email or attach the result so that it reaches the targeted people.

Just to add to Trudy's answer and since you're currently using Excel: If you're open to solutions from the Atlassian Marketplace, you may want to have a look at the app that my team is working on, JXL for Jira.
JXL is a full-fledged spreadsheet/table view for your issue that allows viewing, inline-editing, sorting, and filtering by all your issue fields. You work in it much like you'd do in Excel or Google Sheets - just that you do so directly in Jira! JXL also comes with a number of advanced features, including support for configurable issue hierarchies, (nested) issue grouping, sum-ups, or conditional formatting. With these advanced features, you should be able to build most if not all reports you're looking for.

Note that you can group by any issue field(s) and configure different sum-up styles (e.g. instead of the progress bar, you could also just show the sum of story points per assignee).

Quick question - I have been using the Jira/Excel integration to export my data from Jira to Excel in order to build the kind of reports that Jira should have natively. Sigh. That said, to close the loop, I am looking for a solution that could display the resulting graphs and charts in a Jira dashboard. Do you know of anything that would do that?
