Evaluation Matrix for User Stories

Hi all,

In my company, we are trying to find an optimum evaluation matrix for any user story written in the backlog to evaluate if it worth to be worked on from cost, technical, functional advantages..etc
But we still don’t know which evaluation criteria we should go with

So based on your experience do you recommend one to use? Which evaluation criteria do you apply in your companies?

Isn't this a job for the product owner to do? Usually, on SCRUM, the product owner would write the user stories and rank them based on value maximization (from the customer side).
