I have triple checked the notification settings and for some reason we just arent getting mails. I also changed my company email to hotmail to make sure it wasnt getting blocked and still nothing.

Can you try admin -> mail servers -> send test email? Make sure the smtp logging is on - that will confirm that Jira can get mail out to you, or tell you if the mail server is misconfigured.
