I would like to setup a notification to happen when anybody updates or creates an item in our JIRA cloud. I would like to receive the email. Has anybody setup something similar?

Are you using Classic projects or Next Gen projects?
There are two ways to accomplish this.
If you are using Classic projects, you could modify the Notification Schemes for those projects. See

If you are using Next Gen projects, you can also modify the notifications for those projects, but you have to update each project individually. See

If you are not using Classic projects or are using a mix of Classic and Next Gen projects, then you could alternately use the Automation feature and making a Global rule.
Be advised, though, that with the Standard product plan there is a limit to the number of Global Rule executions, and that limit is 500 "per product" each month. So if you think there would be more than 500 new issues created and updates made to existing issues, the global rule would stop running and stop sending you notifications.
