How to configure or is their any way JIRA can send an email to set of recipients with details of  Active Users/Licensed User count for JIRA server instance?

You can use an add-on to achieve this scenario,

This add-on has to ability to send email of the report of the users. You can even automate the deactivation of the inactive users with certain criteria.
