Does JIRA support read-only API keys?

I want to be able to read JIRA issue information from a HipChat bot app.

I'm having problems with authentication. If I use username and password, this rapidly fails once Jira decides that it's time to throw a CAPTCHA at me and reconfirm who I am (side note: I really hate this feature).

Alternatively, I could use OAuth, but this requires me to grant authorization to my app and the only way to do this is via browsers and HTTP servers; this really isn't practical for a HipChat bot.

So... does JIRA support providing read-only API keys, such that I could generate one, pass it to my app and be done with it?
