Elements Connect will let you integrate HubSpot data into custom fields in Jira Server since HubSpot provides a REST API.

that integration is actually the Jira Cloud for CRM app which is Cloud only.

As an alternative solution for me, do you know if a custom integration through APIs are available with Jira on-premise?

Besides the Atlassian app for Cloud, there isn't a real integration for HubSpot available.
