Do Atlassian have any product for Test Case Management? I am not talking about third party apps/tools that can integrate with Jira.

No, Atlassian do not have a Test Case management tool. Either as a standalone service or their own app that you'd add to the Atlassian stack.
Some people do implement their own test-case management systems inside Jira, using the issue objects to directly represent plans and cases, but that's not an ideal way to do it.
There are lots of test-management apps for Jira though. Some are integration layers on to standalone test-case management systems, but many implement test management inside Jira completely (some co-opt issues, some do it better and create their own objects for cases and plans)
I think you should identify what you need from a test-management tool and then take a look at the apps that can do it in Jira.

If you don't want to use third part powerful app like Zephyr, Xray you can develop your own solution through builtin features provided by JIRA.
You should create your own custom fields, screens, workflow and automation in order to track test cases at your convenience.
