This seems like a basic request made over and over. Atlassian should fix this sooner rather than later. A user who's assigned by default to every single new issue in a multiple projects does not need to be notified by email. The user should just be able to login and see all their open issues from JIRA itself. This kind of individualized notification set up is common in many enterprise-level applications.
