Deny access to a product settings

Community Leaders are connectors, ambassadors, and mentors. On the online community, they serve as thought leaders, product experts, and moderators.
Currently, once you deny users a request to a product they can't ask for a new request for that product.
Is there maybe an option where this can be set up, meaning where I can say choose that even if the access is denied to a user, he/she can still make a new product request? If no, is there maybe any open suggestion for this feature?
