I have a large user directory on JIRA Server, which I'm migrating to Cloud.
I'd like to migrate all the users, but deactivate (not delete) some of them, so their names still show up in comments etc.. I can't really do this before the migration, since I can't deactivate individual users in a directory.
I'm looking at the advanced experience for importing users, where you can edit a CSV file of users. I see the option to set "Tombstone" for a user, which is equivalent to deleting it.
But is there an option to just deactivate a user, i.e. keep their username visible in comments, but suspend their access so they don't count toward a license?
I guess we could manually deactivate them after the import, but what would happen if we exceed our license limit before we do that?

Can the accounts be deactivated on Jira Server before the migration?
If they are deactivated on the server they can still be migrated to cloud to be shown where they were referenced in issue data.
If they are activated on the server, and you try to migrate them, and the number of active users with product access exceeds your licensing, then the migration will be blocked from proceeding.
Thanks. Unfortunately they can't, since it doesn't seem like you can deactivate individual users from an LDAP directory (at least not with the version of Server I'm using).
Is there another approach?

Are these users who have departed your company?
Can the users be deactivated in the LDAP directory that is being referenced?
If the users are still at your company, can you revoke their access to Jira Server? To have access in Jira Server they must belong to a groups that is granted Product Access in Jira Server. If that is a group that is local to Jira Server (not brought across from LDAP) then you can remove them from that group in Jira Server to revoke their access.

I can't edit the LDAP directory unfortunately. I'll try your suggestion about creating a new local group with product access.
But are you sure that this article doesn't apply — I can't choose which groups get product access after the migration?
