Good morning Atlassian Community
Our team is looking for an add-on that would allow us to send/receive pages to SMS. We'd like to be able to respond to pages and have those responses logged within a Jira ticket. One solution we came across was OpsGenie, but unfortunately, it is cloud-based software (and also a little pricey). Do any similar paging options exist for Data Center?
Please note that we are not permitted to use cloud due to government regulations and cannot consider any cloud-based solutions or advice. Atlassian cloud does not meet NIST 800-171 and therefore cannot be used.

I'd look into email to page gateways I think. Not so fast but the delay might be within a few minutes.

You can search the marketplace and set up the filters to indicate 'Data Server',
and then search for SMS:

There is no many plugins available for Data Center because they are mostly planning to move to cloud. Would it be possible to set up a reverse proxy or any other security solution that would allow a cloud app? I'd recommend to check with Security/Infosec just in case there are any options.

No, unfortunately, Data Center is a hard requirement, as mentioned above. As Atlassian hosted servers do meet the required ITAR or NIST controls at this time, this is non-negotiable. Until they segment their systems and implement FedRAMP compliance, it is not a legally permissible option for DoD, hard stop.
