Is it possible to manually configure JIRA to accept webhook pushes from Github Enterprise?

"When you link an account using the Jira DVCS Connector, the connector adds a post-commit web hook to all the repositories owned by the account in GitHub."
We want the integration, but our security team is balking at the connectivity that would alllow JIRA Cloud DVCS to insert the webhook into GitHub Enterprise. They would prefer it if we generate the webhooks ourselves, so that traffic flows from github out to JIRA cloud rather accepting external traffic on our github server.
We can get approval for the outbound traffic. The inbound traffic requires a firewall rule change, and we will come under scrutiny from our compliance people over what access that traffic has to anything within our network.
