How do you set the hierarchy of custom issue types. They all populate as Stories of Task level from left side Menu Bar.

The screen looks like you are in team-managed project. These can only have three layers - Epic, Sub-task and Issue. You only add issue types at the issue level.

How would you like to set up the hierarchy level? With Jira you can also create custom subtasks issue types (Jira Admin-> Issues-> Issue types-> Subtasks)
'Advanced Roadmaps for Jira' would allow a new level of hierarchy (initiative) to include several epics: https://confluence.atlassian.com/jiraportfoliocloud/configuring-hierarchy-levels-828785179.html

I'm set as the Jira Admin for the project I created but I do not know how to get the options shown in the screen shot you provided.

You need to be a full Jira admin, not just the project admin, and it's a global setting under admin -> Issues - note the highlighted option in Carlos's screenshot

Have a look at your project settings / Issue Types Scheme
The scheme will allow you to set the order.
