We have a company-managed business project setup to be used as a Risk Register. We used most of the default fields with a few custom fields. If I go through the Filters->Advanced Issue Search screen, "+ More" shows the custom fields and will filter using this field. However, When in the project and selecting the "Issues" view, the custom fields are not shown in the "+ More" option. We want to access a subset of the issues using the custom fields so that we can utilize the bulk change function.
Basically our program is separated into 6 individual projects that collaborate but are managed independently. The goal is to use a common Risk Register for the program with the ability to designate an issue (risk) at a project or program level. We are using a custom field to designate this attribute.

I assume you're referring to the List view in business projects? If that's the case: Unfortunately, custom fields can't currently be added to this view, as documented here. I would expect that this would change someday, but I'm not aware of any concrete plans.

... and just to put this out there: If you're open to solutions from the Atlassian Marketplace, my team and I work on an app that may solve your use case very well: JXL for Jira.
JXL is a full-fledged spreadsheet/table view that allows viewing, inline-editing, sorting, and filtering by all your issue fields, much like you’d do in e.g. Excel or Google Sheets. It supports all Jira fields - standard fields, but also custom fields - as well as bulk editing via copy/paste.
This is how it looks in action (assigned group is a custom field):
As you can see above, you can easily filter by a field, and once you've narrowed down your list of issues, start working on them right away. JXL also comes with a number of advanced features, from support for issue hierarchies, to issue grouping, sum-ups, or conditional formatting. Plus, it works with (and across) any project type, be it business, software, or service management.
