I was checking if there is a way to create issues from email, i found the adding the incoming email section but it creates issues for all mails which is a mess, is there a way to create issues from filtered mail only?

A bit of a clunky potential solution but could you set a rule within email system (Outlook/Gmail) that filters and forwards the required emails to a different inbox? Then connect the 'different inbox' to the Jira project.
So essentially your email system will filter and forward the required emails to a second inbox which then generates the record.
With JSM you can get an Atlassian provided email specific to a project but without JSM the above solution is the only thing I can think of currently.
