I have 2 project spaces each with a board. 1st project space has its board with required fields to create an issue.
When I use 1st projects data to view on 2nd board the existing data does appear but I can't create an issue on the 2nd project or 2nd board because the 2nd board is using a filter that gathers data from the 1st board.
I get error message when trying to create an issue on the 2nd board even though the 2nd one doesn't have required fields the error prompt is point to the 1st board's required field.
Is there a way to create an issue on 2nd board bypassing the rules? Or how can I have the 2nd board function without the dependency.

It is important to understand that issues are created in a project, not in a board. A board (especially in company managed projects) is not much more than a visualisation tool for issues from one or more projects. Just explaining this to make it clear that you should focus on projects when discussing the location of issues.
Each Jira project has a configuration that manages how you can work with issues in that project. Issue types, workflows, field settings and screens defined in a project determine how you can create and manipulate them. These project settings can be specific for each project or they can be shared across multiple projects.
From your explanation, it appears as if your boards 1 and 2 both display issues from project 1 (which is perfectly possible). If that is the scenario, the project settings of project 1 will always enforce you to fill out the required fields defined inside that project, as this is a setting defined at project level.
If you feel that you should able to bypass required fields when issues are being created, that may suggest that you should (re)consider your configuration. It may be set up with too many restrictions.
If - on the other hand - it turns out that you have different scenarios, you may need to consider using different issue types in your Jira project that can be configured differently as well.

1.Turn off the filter on the second board when creating an issue.
2.Adjust automations to prevent syncing required fields from the first board.
3.Create issues directly on the second board without triggering the filter.
4.Modify required fields on the second board to avoid enforcing the first board’s rules.

1. I couldn't find any place to turn off the filter on the second board when I am under 'Create issue pop up'.
2. there is no automation applied to any board. I found nothing that could be adjusted.
3. both are Kanban boards and on the 2nd board even if I try to go at the 'List' view to add a new line item it still wouldn't bypass the required fields from the 1st board.
4. Didn't quite understand how you can modify required fields on the second board when they aren't even visible. The 2nd board shows up those required fields from the 1st board on the error message otherwise they aren't visible for the user to enter any data.
