Creating an application link- can't retrieve public key

Hey,

I created a Jira server local environment on my mac laptop. 

I want to be able to create an application link on this local Jira in order to get info from it. 

I followed this guide:

I created a jira_publickey.pem file like instructed, but I don't understand how can I actually retrieve the public key in order to continue to the next step of the guide. 

I tried: 

 ssh-keygen -f jira_publickey.pem -y | pbcopy

and it returned:

Load key "jira_publickey.pem": invalid format
