The link explaining how to do it is not working, I tried every thread in this topic and the same link is appearing. Can someone help me with fresh link or the process to do it? I created "ConfiForms Form Definition" and "ConfiForms Field" of fieldtype File/Attachments

Not quite... You are asking about ConfiForms and creating Jira issues with attachments from ConfiForms, right?
I am looking to see how have you configured the mapping to Jira - ConfiForms IFTTT, and if that has a ConfiForms Field placed inside as per documentation, to enable attachments transfer to Jira (from ConfiForms form)

Side note - in your configuration I see that the form definition and the form view are about DIFFERENT forms
