Component only visible in Context Fields in certain Statuses

I administer a company-managed software project, in which I've just implemented components to segment the issues therein. 

I'm adding components to all unresolved issues for data hygiene purposes, but from the issue view its hit or miss whether the components field is visible in the context section or not. 

I've triple checked the issue layout and screens views within project settings and Component is in my Context Fields section, and not inside the "HIDE WHEN EMPTY" section. 

As I've navigated from issue to issue to retroactively add components, I am only able to see the empty Component field within Context Fields depending on the status the issue is in. There are certain statuses Component is always visible in, and some statuses where its not.

I'm at a loss. Its very strange to see Component listed in the screens and layout properly, but only be able to interact with it 50% of the time.
