If you're using Jira Cloud, I'd suggest  Smart Checklist for Jira - https://marketplace.atlassian.com/apps/1215277/smart-checklist-for-jira-free?tab=overview&hosting=cloud 

It does have a 20 item checklist limit per issue, but there's no limit on how many checklists you can create per instance.

There are no free Jira checklists with no maximum usage, but there are some free options with limits: 

• Checklist for Jira | Free

  Allows up to 20 checklist items per issue, and 10,000 checklist items per instance. Once the 10,000 item limit is reached, you can't add more items, but you can still edit, check, uncheck, replace, or delete existing items. You can upgrade to the Pro or Enterprise version to remove the limit. 
• Smart Checklist for Jira

  The free version is limited to 20 items per checklist and 5 templates. It's only available on Jira Cloud. 
• Checklist for Jira Cloud (Free)

  Offers all the features of the Enterprise version, but with a limit of 1,500 checklist items per month.

My recommendation is Checklist for Jira | Free by Hero Coders, or Smart Checklist for Jira (Free) by Titanworks.

All free options have some kind of limit, of you want limitless, your will need to go for a paid solution.
