We have a project template in Jira and we want to convert that template to a general one. Could you please helps us how we can achieve it?

You can't change project templates, but they're only used when you create a project. If you want to change a project to look like it was created by a different template, you just reconfigure it to use the schemes and settings the template would have set it to.
while @Nic Brough -Adaptavist- is correct, there is no way to convert a project to the list of native project templates. You have alternatives to achieve what you are looking for.
You can create new projects with the 'Share settings with existing project' checkbox. This will avoid the creation of new schemes and reuse most schemes used by your template project.
It does however not copy project components, versions, project role assignment, predefined issues and it is generally confusing for users to know which project to use as template.
We built an app solution for Jira cloud 'Project Templates for Jira' that aims to solve the shortcomings of 'Share settings with existing project' checkbox. You can create your own custom project templates based on existing projects or native templates in it's own global page and customize the template settings to your choosing.
