Capture All Recipients in Mail Handler

When JIRA's mail handler creates an issue it puts the email body into the issue description but does not capture who the email was sent to (in addition to the mail handler inbox). Use case: user emails for help and copies someone that also needs to know the answer or who must be contacted to solve the problem. It would be helpful to see the TO, CC, and BCC information for the handled email.

You should be able to set cc’d users as watchers using the standard email handlers
