Hi All,
I'm experiencing an issue where even though I am an org-admin, I'm unable to create new projects due to being prompted that, though I have permission to create new projects I do not have access to view the templates.
Is anyone else experiencing a similar issue or have any idea on how to resolve this?

Permissions to create projects are granted through the Settings > System > Global Permissions > Jira Permissions setting.
Just because you are an Org Admin doesn't mean that permission has been granted.
I'm having a similar issue for a user. I have checked the settings and the person in question is in the Administer JIRA global permission. They encounter the same issue as what Sam reported above. They do not seem to have permissions to the Project Templates even though they are added into Administer Jira. Is there a setting some where else that is causing this?

Apparently it is now working as expected for the user. Sorry for the false alarm.
