I did not set my site private and 16 users self-added themself to my jira site. I followed discussions in this forum and went to Directory. However, after clicking on Action (three dots), I do not see an option to delete the user. I only can see "show details", 'add user to the group" and "suspend access". I have suspended them but they are still shown as users. I receive an email from Atlassian saying my account will be deactivated because I have exceeded 10 users and I did not pay.
Please help! How can I delete users when there is no options for me to delete?
These 16 users also created different products under my account. However, I was not able to delete those products either.

In order to remove user you need to press on his name. It will open information about users, in what groups he is in. After that press 3 dots and remove user.
Thank you Evgenii. I now removed their product and group membership access but the total users still says 16. Seems like I can only suspend their access to my site and remove their product and group membership. There is no delete option for me to delete these users. I am worrying about my account being deactivated.
Would suspending users' access to my site, and remove their product and membership association good enough to prevent my account being deactivated?

Well, Atlassian Billing counts only active users with access to products. If you deactivated them and removed product access, they won't be billed and you r account will be safe.
