Cannot "Add Workflow" to project

I am a site admin and project admin. I went to Project Settings -> Workflows and the "add workflow" is not selectable

I see I can add a workflow to the scheme. However, since it's shared with many other projects, I don't want to do this. I want to just add an additional workflow to this specific project. Am I able to do this?

You would need to:

  1. Create a copy of the Workflow Scheme. The copy will automatically include the same workflows as the original scheme.
  2. Add the new workflow to the copy of the scheme.
  3. Assign the new scheme to the project you want to change.
