Cannot add users post creation

I have Issue Security enabled on a project, and a Role has been created that allows access to tickets if the Role member is the Reporter, the Assignee, or is in the CC or Watch lists.

I am able to add Role members to those fields during ticket creation, but when I try to add them to pre-existing tickets, I get an access error.

What is the possible cause and fix?
