if you click on the create button in the top of nav bar, do you see epic then? Thinking that your board might have a filter that prevents Epics.

That might be because the Epic is excluded from the board, but never really seen it operate that way before.
What type of project is it? Company-managed? Team-managed? Jira Work Management/Business?
it's a Team-managed project.
Is it a scrum board?
It is a kanban.
I can see epic issues created in roadmap.
Sorry, that has me baffled. I would open a support ticket with Atlassian to see if they can explain it.
