Can you have different pricing (user count) between jira and confluence on demand?

Currently have 500 count user licencing for JIRA.

Would like to have a smaller user count for Confluence access (50) and link the two accounts. 

Is this possible? Or do I need to have both at matching pricing tiers.

This is for the on-demand (Cloud) instances.

Yes.  Both applications have a "login group" which determines how many licences are being used.  They are different groups, so you can have (say) 450 in jira-users, and 45 in confluence-users.
