for example :- A user story was introduced in sprint 10 . It gets rolled over from sprint to sprint and now we are in sprint 16. Can we generate a report to find out how much time a user story has been in sprint backlog?

At the single issue level, you can look for history in the Activity section. It has data on sprint movements.
If you'd like to get a broad picture of a list of issues for some project, sprint, assignee, try the Issue History app. My team developed it as a journal for all updates. You can also export issue history for further analysis.

There is a good solution for your request - Status Time Reports app developed by our team.
It provides reports on how much time passed in each status. You can group the statuses starting from the very first status(when the story was added to sprint 10) to the current status of the story(in sprint 16) and sum up the time spent on the statuses you've grouped.

I have the perfect solution for you. Our team at OBSS built Time in Status app for this exact need. It is available for Jira Server, Cloud, and Data Center.
Time in Status basically allows you to see how much time each issue spent on each status and on each assignee.
The app also has "Any Field Duration" report type which shows "how long each issue field held each value". You can get this report based on the Sprint field so you can see how long each issue spent under each sprint. Even better, you can get the same report for Sprint and Status fields at the same time so you can see each issue's time under each sprint, broken down to statuses.
Below is a screenshot showing this report for Status and Flagged fields, you can do the same for any issue field you like.
The app has Consolidated Columns feature. This feature allows you to combine the duration for multiple statuses into a single column and exclude unwanted ones. It is the most flexible way to get any measurement you might want. Measurements like Issue Age, Cycle Time, Lead Time, Resolution Time etc.
For all numeric report types, you can calculate averages and sums of those durations grouped by the issue fields you select. For example total in-progress time per customer (organization) or average resolution time per week, month, issuetype, request type, etc. The ability to group by parts of dates (year, month, week, day, hour) is particularly useful here since it allows you to compare different time periods or see the trend.
The app calculates its reports using already existing Jira issue histories so when you install the app, you don't need to add anything to your issue workflows and you can get reports on your past issues as well. It supports both Company Managed and Team Managed projects.
Time in Status reports can be accessed through its own reporting page, dashboard gadgets, and issue view screen tabs. All these options can provide both calculated data tables and charts.
And the app has a REST API so you can get the reports from Jira UI or via REST.
