Can't create a subtask item type

I can't see a way to create a new subtask/subitem TYPE on Jira.

It's easy to create an issue type, but it will be child of Epic and parent of Subtask. I want it to be a sibling of Subtask and append it to "Bug", "Task" or "Story"

Is it a matter of permission? I can create Issue type, but not subtask type?

If you are an Jira Administrator you should be able to create a subtask as described in your link.

To make it available in your project, you would need to add the newly created sub task issue type to the issue type scheme used in your project.

The issue type scheme is associated with your project and defines the available issue types.

 

If your issue type is not part of the associated scheme it is not available in your project.
