I had a status in my Jira Workflow called "Planning". We then deleted the status because we did not want to use it. Later we decided to use it again so we tried to rename one of our status from "Not Started" to "Planning" but we got the error that status is already in use. However, it is not there.

You can easily check by going to Settings > Issues > Statuses and search for Planning.
You will need to be a Jira Administrator to do this.
If you indeed do see it, then in your workflow, click to add a Status, start typing in Planning and if it comes up just click on it to add it.

I appreciate you getting back to me so quickly. I am a Jira Administrator. I see the list of Statuses but I do not see my statuses in here. Do I add the status here and then add it to my workflow?
