Most of the users don't touch the timezone (it's defaulted).
Can administrators edit users profiles to change their timezone?
Does this make sense?

Welcome to Atlassian community.
Administrators can set the default timezone of JIRA by navigating to JIRA Settings > System > General Configuration > Edit Settings and change the field Default User Timezone, however, it will be applied for all users.
Only the own user can change their timezone specifications by clicking on his profile picture > Personal Settings, as you can see in the documentation below:

That's a dumb way to handle this. The administrator should be able to administrate, not leave it up to the user to decide whether they'll set things up correctly.
