Need to upgrade JIRA Server from 7.13.1 to the latest 10.x version. Can I directly update JIRA or will I need to upgrade in matrixes like 7 to 8, 8 to 9, 9 to 10? If so would it be the same for Confluence and Bitbucket?

Technically, you probably could however it is recommended to do this in steps. When I am facing such an update I upgrade to the LTS version in every major release so:
7.13.X => 8.5.X => 9.4.X => 10.X
Every major version will also have release notes with breaking changes you might want to take into account. Be aware that some of your installed apps might also need manual actions to migrate from a Jira 7 version to a Jira 8 version. You will have to go through the documentation of those apps too.
I remember that 7 => 8 in particular was an update with impact both in Jira as for the apps.

Just double checking what product you are referring to, as your question is tagged with jira-data-center, but you specifically said you want to upgrade Jira SERVER. You do know that the two are totally different products, right?
1. If you have DATA CENTER products, then as long as your license is current, then you can upgrade versions.
2. If you have SERVER products, then all licencing, including the right to upgrade, ended a year ago, so you cannot upgrade them, ever, unless you change them over to DATA CENTER licences.
I'm asking because it's unusual to hear about a company still running v7.x of Jira Data Center, or for an admin of any Data Center products to not know of the upgrade paths and methods.

We have Server instance installed currently with 7.x but need to upgrade to 10.x Data Center with a newer license (because everything is only Data Center now). I'm fairly new to it which is why I'm not sure about the upgrade path.
