Can I remove an issue from backlog without deleting it

We have a scrum board for our development team.

Sometimes we have back log items that we decide not to implement. I'd like to be able to remove these items from the backlog without deleting them. I'd like to append a comment to each of these issues explaining why it is not selected for development - so we will have a full history of these issues.

I'd prefer not to pull the issue through a sprint.

How can I handle this?

Set up the workflow so that the issues can be transitioned to "done" directly and push them through it with a comment, and without any estimates.
