Can I create a sprint that shows task that have already been completed

I am not using GreenHopper

I have created a Scrum Board and pointed it at my project. The project had no sprints to begin with.

I have the following counts in tasks, sub-tasks, stories, epics, etc

They are broken down as

3 task

53 sub-task

4 story

4 new feature

11 improvement

6 epic

1 bug

55 technical task

The status counts are...

6 In progress

36 Resolved

1 Reopened

26 Closed

The plan board shows 23 items in the back log and of course nothing in the newly created sprint.

Q1: How can I create sprints and include historical activity, i.e. completed tasks?

Q2: Can I create a sprint that will include the tasks that are already in progress?

There are no limitations to statuses of Issues you include in your Sprints, but keep in mind that statuses mapped to the Done column won't show up in the backlog. If you want to see your Resolved and Closed Issues there and be able to add them to new Sprints, you'll need to move these statuses out of the Done column (or its equivalent in your Board).
