To the best of my knowledge, the list view is currently per user. You may want to watch and upvote this feature request: JWMCLOUD-98.
Alternatively, if you're open to solutions from the Atlassian Marketplace, there are alternatives available. I'll provide more information below.

... and just to expand on the last point: If you're looking for an immediate resolution and are open to solutions from the Atlassian Marketplace, you may want to have a look at the app that my team and I are working on, JXL for Jira.
JXL is a full-fledged spreadsheet/table view for your issues that allows viewing, inline-editing, sorting, and filtering by all your issue fields, much like you’d do in e.g. Excel or Google Sheets. It also comes with a range of advanced features - including support for (configurable) issue hierarchies, issue grouping by any issue field(s), sum-ups, or conditional formatting - and works across any number of projects.
Plus, any changes that you make to the fields of your view are, by default, shared with all your team members!

Referring to https://support.atlassian.com/jira-work-management/docs/customize-your-list-by-adding-or-removing-fields/ -> Column configurations are saved locally. The columns you add to your project aren't visible when the project is opened in a different browser or a private window.
The columns should be there unless you open in a different browser session.

Our need is to have a standard column layout. so the perfect thing would be that every project takes the settings from a template (like we are already doing for screens, notification, and so on).
so the admin, when creating a new project and selects "share settings with project" is done and all the users can share a common user interface

Unfortunately it is not possible in Jira till atlassian implements https://jira.atlassian.com/browse/JWMCLOUD-98
At this time, the column configurations are user specific and cannot be enforced automatically by the admin :(

@Andrea Bigi , I agree on this 100%. Recommend you to vote on JWMCLOUD-98 and hope atlassian implements this soon.
As an alternative, i highly recommend the commercial plugin JXL suggested by @Hannes Obweger - JXL for Jira .
