Browse user directory/user public profiles

Hello,

I would like to allow all Jira users to browse the list of users, their groups, add custom fields to their public profiles such as job title, department, telephone number etc.

Is this possible in Jira?

I don't think you can allow users to add properties to their public profile without giving everyone jira admin rights. But there's not that much point as IIRC they're not displayed anywhere useful. Would be better to pull that info from your corporate ldap if you can too.

For the other part of the question, give the group Anyone the Browse Users global permission.
