Automation Rules can be used to do many things, including update an issue after the issue creation has completed. This could be used to change the Summary field based on information in other fields in the issue. Automation rules are triggered when an event completes, so this change would happen after the user completes their entries and saves the issue.
If you want a suggestion to be presented to the user in the Create Issue dialog, that would require use of a third party app. Jira doesn't provide that functionality natively. Are you willing to consider a third party app?
