The "jira" user is used when an external system has made alterations that have then cascaded down into Jira. This is because your site admins don't necessarily have to be Jira users, they could be maintaining users without any access to Jira.

Hello everyone, we have the same issue in jira datancenter v7.10, we do not manage an external system for users only the jira internal directory and in some cases in the audit log report it shows that the password change was changed by the JIRA user.

We have the same issue but permissions are changed for all projects in our instance (or it seems like that).
