As an ADMIN, can I grant a User VIEW ONLY permission to a project and at the same time restrict the User from viewing the COMMENTS and ATTACHMENTS?

No. You can either see an issue or you can't. (You can restrict comments to groups, as they are entered, but that's done as you enter/edit it)

There are plugins that might help, but I don't think any of them are available to OnDemand.

Loads.

Actually, the basics are built into Jira's workflow stuff already. Open up a workflow and look at the transition(s) you want to restrict. You'll find they have Conditions, Validators and Post-function tabs, and these are for:

  1. Conditions - if the conditions are not met, the user will not be offered the transition on the issue screen, and cannot perform it. You'll find even the default workflow uses the basic ones, like "user is in the role of developer, or is the assignee". Or "user has resolve permission",
  2. Validators - check that data on the issue matches the criteria defined before allowing the transition to complete
  3. Post-functions - things that get done after the transition is committed (and passes validation)

There are loads of plugins that add more of these. As you're OnDemand, you may be limited as to which ones you can use, but you can ask. Assuming the ones there already don't meet your needs.
