My department recently transitioned into using Jira and I am an admin for our department. I have access to create teams in Jira, but when I try to add new members to existing teams, I do not have the "add people" option. I can only request to join the team or give kudos. Is there something my user is missing to give me the access to add team members?

The simple answer is yes. Your system's site administrator can decide which teams you can 'manage.'
You'll need to talk to your site administrator.
