Are Hours per day and Days per week required to activate time tracking in Jira? We want to just post development hours once when tickets are completed.

Pretty much, yes, because it needs to know what you want to count for entry and display.

1h = 60m is pretty much fixed and obvious, but it needs to know how you want to translate days and weeks. For example, if someone puts in 1d, it's rather unlikely that they mean 24h, they probably mean 8h or 7.5h, or even 5h if you do the "assume developers only really work 5 hours a day and the other three is for drinking coffee, doing admin, going to meetings etc". Similarly for weeks to days.

I have a team that is just getting started with agile and sprints. weeks and days are too much for them. is there a way to remove days and weeks. Id like just hours

They can just enter hours, but the "pretty" display in JIRA will combine them into days and weeks.
