How do I allow anonymous users to view tickets but not view/browse projects or search tickets?

You cannot have different permissions for viewing an issue and browsing projects. You can view an issue only if you have browse permissions on the project.

The reverse is not true though. You can grant browse permissions on the project but still hide the issues in it selectively using the issue security schemes. You might want to have a look this to see if it helps.
