This JQL gives me the only epic that is not connected to any parent (program epic):
issueFunction in epicsOf("labels = 'my label'").
Is there any way to get a list of all the epics that is a child of a program epic with a certain label?
You can try something like this. It will give you a list of all Epics that have a parent Program Epic that has a specific label.
issuetype = Epic AND issuefunction IN linkedIssuesOf("labels = 'labelval' AND issuetype = 'Program Epic'", 'is Parent Of')
I run the above in Scriptrunner, but get no result, 0 issues.
I work in a cloud instance, if that is important.

Are you using the "Parent Link" field to define the parent/child relationship? Or are you using standard issuelinks?
