We want to create a dashboard with a project filter/dropdown menu, that way we can use it to see the status detail of each one of our projects without having to replicate it every time.
I know this has been asked many times in the past, seems like there is not a free/built-in function that allows for this type of dynamic filtering on the dashboard, I want to confirm this is still the case? And the popular options out there seem to be Quick Filters or Rich Filters?

You would need an app in order to do this. I can recommend Custom Charts, it has a simple query gadget that can be added and linked to the charts which allows you to select different fields to filter on. There are also other apps in the Marketplace that can do this.
