Add watchers to project with limited access.

Hello,

I have project with Security Level: Assignee and Members (Assignee and Reporters only can create and edit issues)

So reporters can create and assign members to own issue and cannot view  issues other users. In Permission schemes for Reporters granted Manage Watchers and View Voters and Watchers. 

When reporter (user "aaaa") tries to add another user to watchers he have message:The user "bbbb" does not have permission to view this issue. According permission helper: The user "bbbb" is not in security level Assignee and Members 

 In Issue Security Levels:

• Reporter (Delete)
• Current assignee (Delete)
• Project Role (Product Owner) (Delete)
• Project Role (Administrators) (Delete)
• Project Role (Developers) (Delete)

I tried different variants, but as result user doesn't have permissions or can see other issues. 

Is any way to provide access to watcher for issue without access to other issues.

You have not mentioned the project level permissions.  If a user cannot see issues in the project, the security level is irrelevant.

The watchers must have "browse project"
