Working with a board created using a Filter.
User would like to add a new column however unable to add status because the Add Status option button is missing.

Can you share the filter with us?
Is it pulling issues from a single project or multiple projects?
Are the source issues from a Company Managed project or Team Managed project?
Is the user a regular user or a project administrator for the source project or a Jira Administrator?
Can you provide a full screen image of what the user sees when they go to the Columns configuration for the board? I ask because the image you provided looks like the Unmapped Statuses area that displays in a Team Managed project built-in board, not a board created from a filter.

What do you mean the board is not attached to a Project? Do you mean the Location of the board is a User rather than a project?
The filter for the board says project=PPI. That means it is pulling issues from the project that has key PPI. Is that project a Team Managed project or a Company Managed project?
If the user does not have any administrator level privileges either in that project or in Jira overall then they are not going to be able to add a status. Adding a status would be a change to the workflow of the PPI project, and such changes require a level of administrative access. The level required depends on the type of the project.

My apologies when I mentioned it was not attached to a project, I meant a Software project.
This is a Service Management project and the workflow attached to the board is the Simplified workflow. I do see the status from the workflow within the PPI project.
User is an admin to the PPI project. I will ask her to update workflow and see if this allows her to add the status.

I agreed with what @Trudy Claspill stated. If the PPI project is a Team Managed project, then the user (board admin) should be able to add status via the board configuration. The key is if the user is the project admin or not. If not, then even though he/she is the board admins, they will not have the ability to create new status.
On the other hand, if the project is "Company managed" project, then only the Jira admin can adjust the WF by adding the status. Keep in mind that for Company managed project's WF, one will need to ensure there are no negative impact to other projects (if the WF is shared by other projects). Once the new status is implemented, then it is up to each board admin to properly update his/her board to incorporate the new WF status.

From your image, this WF is only applicable for PPD JSM project's WF scheme.
