Add conditions on a transiition based on the limits of the columns in kanban board

We have a kanban board define and each column has their min and max limits define. The colors to indicate a violation of the limits are great, but we would like to be more strict on that aspect.

Is there a way to add a condition to a transition and do not allow the transition in case the final state break one of the limits.

Our first idea was add a condition using a JQL query which check the number of the issues on the final state but there is no count function in JQL.

Does anyone knows how to achieve this?
