The give feedback, watch options, share and actions buttons are missing from the top right hand side when I open an issue from a filter. I can only select return to search or to move up or down to another item in the search. Can I change this so I have full functionality when I open an issue from a filter screen? The filter is for a project I have admin rights for.

Allow me to step in and share with you that this issue was reported as a bug.
The workaround, for now, is to use the old view as John mentioned or, if you are using a next-gen where it's not possible to use the old view, you can use the Detail view instead of List view.

You might try looking at it in the Old Jira Issue View to see if that helps. I have not noticed that behavior before.
Try to old view first by tacking this on to the end of your URL when in the issue:
?oldIssueView=true
Hit return and see if the action options show up.
